Emergency Management

The Highlands Consulting Group LLC is one of the few State of California government consulting firms with a unique ability to provide a broad range of emergency management services and support. Our Emergency Management consultants possess certifications from the Disaster Recovery Institute International (DRII) and are knowledge leaders in the nine Practice Areas recognized by DRII. DRII is a global organization founded to develop a base of knowledge in contingency planning and the management of risk.

Only 3,500 individuals throughout the world maintain professional certification through DRII. DRII's goals are to:

  • Promote a base of common knowledge for the business continuity planning/disaster recovery industry through education, assistance, and publication of
    the standard resource base
  • Certify qualified individuals in the discipline
  • Promote the credibility and professionalism of certified individuals

Highlands assists organizations in planning and preparing for unforeseen events and emergencies that threaten or impact normal government operations, the delivery of essential services, or public health and safety.

Our services include the development and update of:

  • Continuity of Operations/Continuity of Governance (COOP/COG) Plans to sustain essential, mission critical, and time sensitive business functions following a disaster or extended service disruption
  • Business Continuity and Contingency Plans (BCP/BCCP) to resume full operations following a disruption, and plans to support emergency response and recovery operations within the State Emergency Management System/National Incident Management System (SEMS/NIMS) structure

The Highlands Consulting Group LLC uses a proven approach based on State government and DRII standards to develop practical, actionable planning documents, which may include the following steps:

  • Assessment and Mitigation of Risks
  • Analysis of Business Impact
  • Development of Response, Recovery, and Continuity Strategies and Procedures
  • Development of Training, Exercise, and Maintenance Plans
  • Development of Crisis Communication Procedures

The Highlands Consulting Group LLC also plans, structures, and facilitates Table Top Exercises (TTX) in accordance with the Federal Office of Domestic Preparedness' Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. The goal of a TTX is to test an organization's capacity and readiness to respond to disasters and emergencies. The results of the TTX are captured in an After Action Report (AAR) and/or Corrective Action Plan (CAP) that identifies strengths and recommendations to improve an organization's capacity to respond to an emergency or disaster.
